Summary/Abstract: Poland is one of the weakest countries in Europe as far as innovation is concerned. It is well illustrated by the latest results of Summary Innovation Index (SII), an indicator used by the European Commission for comparative assessment of the innovation performance of EU Member States. Regarding the level of SII index, Poland was placed on the 23 position among 27 EU countries. Poland outdistanced only four countries: Lithuania, Romania, Latvia and Bulgaria. National innovation performance is often measured by innovation activities of enterprises. In the years 2006–2008 only 22% of Polish enterprises operating in industry introduced product and process innovation. It was the third worst result among 25 EU countries, for which the data are available. Especially disappointing is very low innovation activity of Polish small enterprises (hiring between 10 and 49 employees).
