Summary/Abstract: The Article deals with forms of effect of constitutional roghts, esp. with their functions derived from either the role of constitutional rights as an objective order of constitutional values (law of constitutional rights), or the role of constitutional rights as public subjective rights. In this context, then the article deals with corresponding obligations of a state.
