THE ROLE OF APPLICATION OF THE GOOD GOVERNANCE PRINCIPLE IN THE PROCES OF PUBLIC ADMINISTRATION REFORM

Summary/Abstract: Public administration, because of it’s position in the state structure and it’s social role that has in making indirect contact with citizens, improves social development or makes barrier to the state economical prosperity. Organizational structure or principles of constituation of public administration are first segment of the public governance racionalization, while material part of public administration or it’s working method is another segment that ensures functionality of public administration and application of the principles of public administration: legality, costeffectiveness, efficiency, transparency. Good governance or principle of good governing through public sector is european concept and standard that requires the highest level of profesionalism in public administration or application of the principle of the participation, accesiblity, accountability, transparency, with imperative of implementation of the rule of law.
