Summary/Abstract: In view of Beijing’s growing ambitions and current position, Confucius’ saying: “The Earth cannot bear two emperors, just as heaven cannot bear two suns,” may appear relevant. In its 2013 report to Congress, the Pentagon points out the lack of transparency in China’s military expenditures. A.L. Friedberg warns that China’s A2/AD (Anti-Access/Area Denial) program “can target virtually every air base and port in the western Pacific, as well as threaten to sink enemy surface vessels (including U.S. aircraft carriers) operating hundreds of miles off its coasts”. Will this security dilemma lead to a power transition and a hegemonic war? Liberals oppose this view. American scholars and politicians debate how to define Beijing’s true objective and choose a strategy to defend the national interest. Some say both engagement and balancing have lamentably failed. Would Z. Khalizad’s congagement option be the best solution? Whatever strategy is needed it should be discovered quickly.
