Summary/Abstract: We studied the relationship and interaction of the government and the scientific community. The forms, the degree of intensity of influence of lawyers prepared scientific conclusions and proposals on state-legal practice, as well as their substantive content, one way or another dependent on the government, namely the existing state and political regime. An analysis of foreign and domestic experience shows that a productive dialogue between the authorities and legal scholars, the existence of a free market of ideas, freedom of scientific activity, the independence of the academic community, which should be recognized and protected by the state, are essential for the creation of effective and beneficial to society of scientific statements.
