Summary/Abstract: Doctoral education has been put in the focus of higher education reform for last seven years. It requires transformation and rethinking to be a drive of strong universities, in particular those which declare to be research institutions. Universities across Europe put an emphasis on providing institutional support in order to boost quality bearing in mind not only programs itself but the perspective of doctoral candidate and supervision. Along this line, many European universities have adopted, or are in the process of adoption, their doctoral education system according to two major European documents, Salzburg Principles and Salzburg II Recommendations. Unfortunately, at some universities, the higher education reform took a wrong direction, developing overregulated structures on a doctoral level, forgetting a core mission of a doctoral education, i.e. research. Even though, doctoral education has been perceived as a third cycle within so called Bologna process, it is inevitable to keep in mind that doctoral level is very different from the two first cycles, both in nature and its mission.
