Summary/Abstract: The present study represents the second part of a text published by the author in Danubius XXX, 2012. In this part, the investigation is focused on the manner in which the German diplomats perceived the issue of the national minorities in the Old Kingdom, the problem of the foreigners in the Romanian society as well as the reactions generated by the 1907 peasant uprising, considered the last “medieval” uprising in Europe. In case of the minorities, the representatives from Berlin manifested a special interest in the German minority, in the Jewish minority, an interest which is closely related to the issue of emancipation, upon which Otto von Bismarck particularly insisted during the Congress from Berlin (1878), as well as in the Bulgarian minority, in the context of the disputes between Romanian and Bulgaria over the Cadrilater (Southern Dobruja) and of the diplomatic relations between the German Empire and the two states. As for the foreigners issue, the German diplomats were concerned with granting a larger economic freedom to the foreign investors, in the context in which Romanian became a key objective within the economic policy of the Second Reich.
