Summary/Abstract: The conflict between the Serbian government and Albanian population has been conflict for territory and political domination, or political power. Serbian state since 1878 has had territorial claims on the territories inhabited by Albanians during the Ottoman rule. For the Serbian government, the remnant of the aforementioned territories under Serbia was intended to secure the position as a regional power in the Balkans. Belgrade governments, since 1878 will practice expansionism in foreign policy, and homogenization in domestic politics, as a way of ideology and politics state them later. "Naçertania" as expansionist project began to practice during the Russo-Ottoman war of 1877/78. By the decisions of the Conference of Ambassadors in London the northern and northeastern border Albanian areas of Presevo and Bujanovac were violently included within the Kingdom of the Serbs. Presevo Valley, respectively municipalities of Presevo, Bujanovac and Medvedja were forcibly incorporated under the Serbian state during two historical processes, the RussoTurkish war - the decisions of the Berlin Congress (1878) and during the First Balkan War, respectively decisions Ambassadors Conference in London, 1912/13. In the period between the two world wars, the Albanian territories were included in three banovina. In banovina Vardar, besides other Albanian territories, were also included and Bujanoci.Presheva Presevo, Bujanovac and Medvedja after WW II remained outside the territory of Kosovo. Serbian Parliament, relying on the decisions of the Parliament of Yugoslavia, made the legal regulation of the province are eligible through the "Law for the administrative division of Serbia" and "Law on Autonomous District institutionalization of Kosovo and Metohija". Thus, according to the administrative division that made the Republic of Serbia in 1945, Kosovo Autonomous Region had 15 districts. So, the Law on Administrative Division, dated September 1, 1945, Presevo, Bujanovac and Medvedja was separated from the Albanian regions. For administrative division are also considering political interests. Separation of these areas by other Albanian areas was aimed at changing the ethnic structure in Kosovo Macedonia. On historical records prove that the territory of the municipalities of Presevo, Bujanovac and Medvedja, geographically and culturally historically, have always been part of Kosovo. World war II, the Presevo Valley arbitrarily, without the will of the Albanian people, was separated from the Albanians of Kosovo and Macedonia.
