Summary/Abstract: International cultural relations are being discussed in terms of both theory and practice, as well as designing terms of reference "cultural diplomacy" and "public diplomacy." The presented analysis shows the development of international cultural relations in a historical perspective, from cultural internationalism and cultural propaganda, to the paradigms of the Cold War post-Cold War cultural relations. The text as a key idea tackles the issue of diverse conceptions of culture in international relations.
