Summary/Abstract: The efficiency and flexibility of the labor market are critical for ensuring that workers are allocated to their most efficient use in the economy, and provided with incentives to give their best effort in their jobs. Labor markets must therefore have the flexibility to shift workers from one economic activity to another rapidly and at low cost, and to allow for wage fluctuations without much social disruption. Efficient labor markets must also ensure a clear relationship between worker incentives and their efforts, as well as the best use of available talent - which includes equity in the business environment between women and men. The quality of training and the acquisition of new abilities by the labour force become increasingly important as competitiveness factors. From the viewpoint of education Romania registered a permanent increase of the share of the 25-64 year old population with high secondary education (higher than that of several European countries), but the share of the persons with finalised academic training it is much lower that that of the developed economies. As regards continuous education and professional training, the training supply tends to be focused on programmes of general aptitudes (computer literacy, foreign languages, accounting etc) rather than on specific aptitudes.
