Summary/Abstract: Since the ‘50s the European Union has enlarged from six founding states to 28 presently. This process is in its nature a game changer, since the decision making process is to suffer some major changes, since the negotiating techniques have to adapt, the internal borders of the organisation change, the identity of the EU may be added a new layer, the sub-national actors win certain autonomy and competences increase in competences etc. At the same time the state suffers major changes in order to adapt to the acquis communitaire and not only. The present chapter analyses the effects of the enlargement process upon different layers: inter-state, national, regional, sub-national and last, but not least, individual in order to give a glibly image of the effects that the EU enlargement has over its states and vice-versa.
