Summary/Abstract: The beginning of the XXI century and the changes occurred inside EU determine a research of the appropriate solutions to the problems that the Community confronts with. The existent crisis situations disposes the abandonment of the idea that the state is the most suitable representative of the individual’s interests at the international level and also determines the rethinking of the way of conducting the society, beyond the weaknesses of the state government. This way is brought out into relief the concept of governance and the relations that are established with some other concepts like democracy or participative democracy in general. The present paper intends to investigate the way in which participative democracy acts or not at the Eastern border of the EU and the cross-border impact of it. On the other side the present qualitative research will use the case study as a research strategy. The subject to be analysed is diffused and can imply triangulation, namely using several research methods. The unit of study in this case regards two aspects of participative democracy, the right and the left side, namely public debate and decisional transparency in the context of promoting the European Union constructive neighbour relations.
