Summary/Abstract: Overseas Countries and Territories and Outermost Regions represent for European Union the remotest areas, arms of the continent in oceans of the globe. They could become ambassadors of EU in relation to other continents, both from a realistic view, and from a transnational perspective. They not only transformed EU in the possessor of the largest maritime space, but offered a gate to the Arctic and a means for cooperation. EU establishes its foreign policies, competences reserved to the member state and to EU that is why the aim is to identify the main political priorities communicated by means of the ORs and OCTs. Even if they are remote, small and insular, they play an important role. The aim is to identify the ways in which they imprint upon the Union outright global frontiers, from the North to the South Atlantic, and reaching the Indian Ocean, the Caribbean and the Pacific. In this regard it is required an in depth exploration of selected case studies, both territorial and thematic. The inference of the regions in the process of governance at the international level, determined specialists to issue the theory of “the third wave/ generation regionalism”, model used and spread by EU.
