Summary/Abstract: New information and communication technologies enable to accelerate the spread of globalisation. An essential condition in the process of communication and cooperation is communicative competences. A particular part of society is able to interrogate data basis, and contact with anyone anywhere in the world. Two levels of society are formed: those who accept electronic communication means and those who do not know, and do not want to use them. An exceptional role of communicative competences is observed in a contemporary knowledge society when the impact of information means is obvious. Computers, the Internet, mobile phones, media nets are only a small part of specific communication of people. The development of communication competences and skills depends only on a person him / her self and his / her endeavour. The aim of the paper is to study the use of electronic communication means at Šiauliai College developing information skills and competences in self-dependant learning, vouchsafing the quality of teaching/learning and meeting the demands of the region. In the Strategic Development Plan of Šiauliai City for 2007–2013 it is emphasized that Šiauliai should expand as the centre of regional education and training therefore application of modern technologies in manufacture and training of specialists is necessary. A person responsible for his / her performance and technology may become a condition for human existential fulfilment.
