Summary/Abstract: This article examines the series of reforms which have made in the health care sector over the last two decades in Croatia, a country with a strong public health care tradition, towards an increasing commercialisation of health services. After describing the three major reform packages (in 1993, 2000 and 2006), some of which have been made under the influence of the international financial institutions, and the current structure of the Croatian health care system, the article details the critical views of Croatia’s major trade unions to the current five-year National Strategy for health care. The article focuses on the debate which is taking place surrounding the reduction in public expenditure on health care and the increasing reliance on private resources, and the likely effects of this switch in driving a division in health care based on the ability to pay for it.
