Non-agricultural entrepreneurship in rural areas as an important aspect of multifunctional rural development

Summary/Abstract: There should be a departure from the current uniform policy to support the development of the small and medium enterprises due to varying conditions for the development of entrepreneurship in rural areas, especially those remote from large urban areas. A prerequisite for the identification and proper implementation of aid programs for different groups of entrepreneurs should take into account the specificity of rural areas and very diverse spatial development conditions, as well as a better understanding of the needs and problems of entrepreneurship in rural areas. Different types of support should be given to entrepreneurs located in municipalities in the immediate vicinity of large cities, and other approaches in the outlaying regions with difficult conditions for development. Both business services, and business itself, tend to focus on areas already well developed. A challenge becomes the development of entrepreneurship also in areas with a poorly developed non-agricultural economy. Odmienne uwarunkowania rozwoju przedsiębiorczości na terenach wiejskich, szczególnie tych oddalonych od dużych aglomeracji miejskich, powinny spowodować odejście od dotychczasowej jednolitej polityki wspierania rozwoju sektora małej i średniej przedsiębiorczości. Uwzględnienie specyfiki obszarów wiejskich oraz bardzo zróżnicowanych przestrzennie warunków rozwojowych, a także lepsze rozeznanie potrzeb, problemów przedsiębiorczości na wsi jest warunkiem stworzenia i właściwego zaadresowania programów pomocowych dla poszczególnych grup przedsiębiorców. Innego typu wsparcia należy udzielać przedsiębiorcom gmin położonych w bezpośrednim sąsiedztwie dużych miast, a innego w regionach peryferyjnych o trudnych warunkach rozwojowych. Zarówno usługi dla przedsiębiorstw, jak i sam biznes koncentrują się na terenach już dobrze rozwiniętych. Wyzwaniem staje się rozwój przedsiębiorczości także na terenach o słabo rozwiniętej gospodarce pozarolniczej.
