Summary/Abstract: The relationship between Sprachusus (H. Paul) or langue (F. de Saussure) on one side and individuelle Sprechtätigkeit (H. Paul) or parole (F. de Saussure) on the other side is fundamental for understanding of the linguistic development. Further we must take into consideration the distinction between „rule-governed creativity“ and „rule-changing creativity“ (N. Chomsky). In the times of general literacy main changes occur in the lexicon. So the neology appears at the core of the theory of the development of language at such times.
