Summary/Abstract: Our study focuses on the interactions between farmers and the administration as part of the implementation of territorial employment policies. Territory in crisis and under pressure, Menzel Habib suffers from a rate of unemployment, a massive rural exodus and low farm incomes. Due to the hostility of this area, the disappearance of agricultural, pastoral and cultural values forced the population to adopt new behaviors (pastoral overexploitation, non-agricultural activities, culture of the irrigated, etc.) or look for work elsewhere. In addition, the refusal and the reluctance of actors to participate in development projects are very important due to their inconsistency and non-respect for ancestral values. Their difficulty to be engaged is due to lack of trust and the failure of employment policies. As a result, how the administration involved in the economic recovery and lower unemployment ?
