New debt indicator vs. debt servicing costs in self-government units: Jelenia Góra county example

Summary/Abstract: Self-government entitlement to use debt market instruments is a result of Polish and European law, and the debt of local government units is part of the public debt of the state. The article is devoted to indicators limiting public debt, with a particular focus on the impact of regulatory changes in terms of debt capacity in self-government units, on the basis on Jelenia Góra county example. There has been used a method of analysis of financial data, with particular reference to the debt indicators. The time scope of research covered the years 2004-2012. According to the research cited in the article the introduction from 2014 of a new debt ratio of local government unit is not beneficial for low own-income local governments.
