Where is demography leading Latvian higher education?

Summary/Abstract: Higher education in Latvia in the last two decades has been characterized by major expansion, often referred to as the “massification” of higher education. Thus by the early 2000s the number of students per 10000 population had more than tripled as compared to the early 1990s. So far the growth in enrolment rates has been associated with both positive demographic trends and increasing accessibility of higher education (via access to study loans, wide selection of study forms and programmes). However, demographic development poses growing concerns about the future of higher education in all developed countries
