Assessment of educational process effectivenessin public academic schools on the basis of non-parametric input analysis and DEA results

Summary/Abstract: The increasing role of human capital in economic development and insufficient state resources to finance universities make people study and analyse efficiency of these institutions. Efficiency analyses treated as evaluation of the entire system of higher education at the institutional level, driven by the need to compare performance of various types of universities, have been carried out in recent years in many European countries: Germany, Italy, Sweden, Austria, France and Great Britain. This article is one of the first attempts to apply DEA studies in Poland. It presents the results of efficiency measurement using DEA method in public universities subordinate to the Ministry of Science and Higher Education. The authors make use of primary data on 59 universities for 2001–2007 taken from Monitor Polski, Official Journals, „Szkolnictwo Wyższe” MNiSW and GUS statistics. The model used in this contribution is based on input efficiency. Inputs measures are the number of students and academic teachers, while the measure of output is the number of graduates of a particular university in a given year. Average efficiency of the universities in the study was found to be between 46%–77% depending on whether a constant or variable scale of effects was taken into account. The level of Malmquist index indicates increase in performance efficiency of the universities over time, the margin of accuracy of the input data being 30%.
