Summary/Abstract: A study of the current state and tendencies of development of many countries and regions in terms of transforming the political, social and market environment leads to the conclusion that most of the territories and their population at the turn of 2015-2016 years is subject to significant influence of negative factors, leading to a deterioration in living conditions, violation of rights and freedoms, reduction of diverse opportunities and redistribution aspirations to meet the needs of the more advanced the most simple. Foreign and home experience of public policy is investigated in relation to doing business. Results over of analysis of dynamics of indexes of small and middle business of Ukraine entities are brought and influence of public policy is estimated on forming of enterprise activity in a country. On the basis of the conducted research suggestions are given in relation to the improvement of enterprise climate with the purpose of providing of height of sector of small and middle enterprise.
