Conversion of a public, independent health care complex as a decision-making process of Jelenia Góra district’s authorities

Summary/Abstract: Jelenia Góra district’s authorities; while designing local police; undertake a number of initiatives and activities stimulating required changes; modifying and adjusting them to changing organizational and legal realities concerning public; independent health care centers’ functioning. One of the areas of the activities was the process of converting health care units established by the local district. As there are no clear; legal guidelines for the process; the district had to work out the path of the conversion on its own. The aim of the article is to present the decision-making procedures for both legislative and executive bodies of the district; which make up the full image of the change process.
