Dysfunctions in the performance of public services – example of building and exploitation of the lighting of public areas

Summary/Abstract: In this publication the autor presents conditions and limitations concerning lighting of public places in Poland. Despite the passage of many years of political transformation there are still some dysfunctions in this area in the provision of public services. The ownership structure of the lighting infrastructure has a significant impact on the possibility of effective spending of local governmens tasks. This influence can be seen by comparing the expenses incurred for the exploitation of the light point; taking into account the lighting infrastructure ownership divided between local governments and energy companies. The result of this analysis may pose to the majority of municipalities a clue in the search for effective and efficient way to manage lighting services.
