Summary/Abstract: The article proposes an analysis of the different approaches towards employing the international legal framework in the regulation and oversight of private military and security companies’ operation in armed conflicts and in peace time security systems. It proposes a partnership-based approach for public and private actors aiming at creating and sharing common values under the principles of solidarity,protection of human rights and rule of law. A focus of further research should be the process of shaping those common values.
