Summary/Abstract: The policy of Jonturk regime toward Albanians was very harsh and its goal was their subordination and instrumentation. Jonturks which came in power by general help of Albanian national Movement and its prominent individuals, had forgotten very fast promises they made regarding the liberation and human rights and started reprisal measures. Targeted were social categories which could have become a support for a massive national movement, such as free peasants and their spiritual lea-ders-popular tribunes. These social categories were spread especially in Northern Albania: in Kosovo and Malësi e Madhe. Thus precisely these regions had become a target for ottoman military crusades. Since Kosovo was pacified in 1910, the turn came to Malësi e Madhe. Uprising of Malësi e Mbishkodrës (March –August 1911) initially in the proportions of a spontaneous revolt against anti-Albanian repressi-ve policy of Jonturk regime empowered by the presence and involvement of prominent personalities of national Movement became the epicenter of Albanian national Movement. Requests forerunning the memorandum exerted from Assembly of Greça and especially this Memorandum, twel-ve points of which implied the request for Albania’s autonomy, are pro-ves of political maturity of this Uprising’s leaders. Platform for Albania’s autonomy outlined earlier didn’t lose its topicality until the wake of the Ottoman Empire’s collapse because of the fear of Albanians that their territories could be occupied by new occu-piers: big ones (Austro-Hungarian, Italian) or small ones (Montenegro, Serbia, Greece). Autonomous Albania in the frame of Ottoman Empire, sustainable and recognized by all was the goal of Albanian National Movement, a goal which became fully emphasized also in the program of this Uprising. Meanwhile the support for abroad came from Montenegro and Italia differed profoundly. Support form Montenegro came from above, from the King Nikola himself and the purpose was imposture and instrumentation of Albanians for their own expansionist goals toward Northwest Albania. Whilst support coming from Italy was unofficial and came from Garibaldian revolutionary forces and Arberesh patriots.
