Summary/Abstract: Definition of the notion of citizenship is a legal-dynamic category which depends quite a lot on general social changes. In this case, we could notice the difference between what is written in the law and the reality of everyday life. Even though analysis of legal definitions is of great importance, it is more important the analyses of the execution and of the manner in which certain law deals with the treatment of different social groups, such are national minorities. Based in what has been emp-hasized above, (national identity, presence of national minorities and emigrants) the state should pass the legislation, which would be descry-bed by the principles highlighted above. As we mentioned, there are several models of citizenship which are applied in different world countries depending on concrete and specific circumstances of developed democracies in certain countries. In the context of what has been said above, Turkish citizenship is defined according to the model of ius sanguins. This means that ethnic model of citizenship recognition is more acceptable by Turkish state au-thorities. Thus, recognition of non Islamic ethnic groups (Greek, Arme-nian and Hebraic) was a result of imposition by age great powers when modern republic of Turkey was established by the reformatory-esta-blisher, Kemal Mustafa Ataturk, on 1923. Neither in further development and building of Turkish national legislation or in practicing the reco-gnition of multiethnic and multicultural composition of Turkish society happened any change or better to say any progress. According to actual political and developmental progress in Turkey, there is no perspective for application of dual citizenship or real recognition of multi-ethnicity in Turkish civic society. Immediate issuing of Turkish citizenship for Albanians displaced in Turkey is one of different forms and factors, which facilitated the process of Albanian’s integration within Turkish society. Newcomers from all sides around the Turkey, especially those displaced from Balkan Peninsula, were considered as attachments to a part of Turkish populati-on, which because of Ottoman Empire’s fall, remained outside of the new Turkish state borders. Therefore, Turkish administration organized facilitations in the procedures of issuing citizenship to all those who were going to turkey and who applied for such one.
