Availability and protection of archival material and information of archives of electronic documents and information resources in Belarus

Summary/Abstract: Clearness of definition of a place of archives in a modern society will give the chance to define, they should solve what problems in an information society, besides preservation of historical memory of the country. It is necessary to improve constantly standard legal regulation of conducting archival business and recordkeeping in modern conditions: all-round perfection of the archival right; provision of information security (approval of access and legitimacy of use retrospective documentary information (RDI) of electronic archive - execution of inquiries, delivery of files, records and information resources with the control of completeness, integrity, timeliness, return); supervising influences of archivists on recordkeeping. The archives which have been not provided with adequate personnel and material resources for the further development, cannot meet escalating requirements of the state and civil society. Instead of active participation in the decision of problems public and corporate administration, operative development and application of the modern archival automated technologies (including, processings and preservation of electronic records and information resources), all-round increase of own status, archives will be limited only to elements of exhibitional and museum activity. Belarusian archives for the present are not ready to the full to that in deadlines to become the integral component of an information society formed in our country, to show all possibilities on its operative provision of RDI. But it concerns and the majority of archives in the world. Nevertheless, from inaccessible resources of RDI archives should become permanently accessible high-value assets of Citizens, Entities, State.
