Summary/Abstract: Most irregularities reported by owners relate to illegal alienation ofimmovable property that fell under Law 112/1995. It happens frequently missing from the filedocuments that were actually made, which indicates poor organizational capacity ofinstitutions and raises the petitioners for the integrity of officials. The audience are regardedby some authorities as an inefficient way to talk with notifiers, especially when they have theresponsibility of the commission members. Committees rarely draw up activity reports; evenin the best case reports are for internal use. Given the lack of transparency andadministrative coordination occur, as is expected suspicions of corruption. Most oftenaccused ability of public institutions to use the information they hold and discretion toaccelerate or brake in return of a certain file in order to promote political interests.Blackmailing former owners, especially the elderly or deprived of resources, with indefinitepostponement of the decision files, in return for selling rights dispute is considered commonpractice in the restitution process.
