Summary/Abstract: The aim of this opinion is to answer the question of how the status of a full-time (also called “a professional”) Deputy to the Sejm (assuming that it is the only form of his/her activity) involves limitations on his/her human and civil rights enshrined in the Constitution? According to the author, the establishment of a full-time job as the only form of exercise of the Deputy’s mandate, would need an amendment of the constitution. The legislative interference must respect the constitutional requirement that any limitation of the rights and freedoms should correspond to the public interest and respect the principle of proportionality.
