Summary/Abstract: The new state of Kosovo is facing many socio-economic problems: the current unemployment rate is very high at more than 30 %, the absolute poverty rate is 29.7% and extreme poverty is at 10.2%. These social indicators show that Kosovo’s families and society in general are facing a serious economic and social crisis. Social security continues to be family issue. The inability of the state to offer its citizens care and proper social services results in and somehow predisposes the maintenance of strong kinship relationships and reciprocal help (solidarity) within and across generations. The liberal (or neoliberal) model of Kosovo’s social policy provides for only modest welfare services for its citizens. My research is based on field data collected in the village of Isniq (municipality of Deçan, west Kosovo) in the summers of 2011, 2012 and 2013. In addition, I have worked with statistical data collected by the Kosovo Agency of Statistics and relevant literature on socio-economic and social security.
