Summary/Abstract: This article analyses the institutional reform of water management in Poland, with particular reference to the theory of polycentrism represented by its major representatives. The reference point of this analysis is the model system of water management in the Netherlands, which is considered one of the best in the world. This system effectively manages water resources based on decentralized structures, with significant social participation and control. The author analyses the reform of water management in Poland in the context of the Dutch experience and points to significant problems and deficiencies in the implemented solutions, which in the long term can result in the need for carrying out new reforms
