THE EU’S STRATEGIC DIRECTIONS FOR COUNTERING CRIME AND THEIR SIGNIFICANCE FOR THE REPUBLIC OF SERBIA

Summary/Abstract: Crime becomes more and more a global problem. Supranational strategy is not only a necessity, but also a prerequisite for the successful response to transnational organized crime, terrorism and other global security issues. Current forms of cooperation at the international level are not enough, new operative models of cooperation are required, which in addition to joint investigative teams, open up the issue of establishing supranational operational police units. Given that the highest level of operational cooperation has been reached between the EU Member States, special object of analysis is a new European Agenda on Security 2015-2020, which represents the Internal Security Strategy of 2010 with new safety issues. The starting point of the Agenda is the fact that the EU security and global security are interrelated and mutually conditioned, which is why response to the most serious forms of crime must be comprehensive and based on a coherent set of actions adopted not only by Member States, but globally In accordance with the dominant characteristics of crime, geographical position of the Republic of Serbia and its efforts to become an EU member, the authors pointed to the current cooperation, its good and bad sides, and directions for its development with special emphasis on the necessity of prompt deployment of liaison officers to neighbouring and all other countries with whom there is a need for operational cooperation. Finally, the authors discuss the idea of establishing supranational operational police units, starting from the current and potential obstacles, consideration of the factual and legal possibilities, opting to create an objective and legal basis for improving the exchange of information, more efficient operation of joint investigation teams and launching of joint actions, more specifically – effective prevention, detection and proving of criminal offences committed on the territory of several countries.
