Summary/Abstract: In this paper I am particularly interested in exploring tensions that arise in emergency preparedness and public health practice, the evolving understanding of public health, and contemporary roles of public health professionals. This paper aims to analyze and discuss the problem of inadequate health care resources, the ethical anatomy of the HS, and the risk-benefit and social value of the implemented EHRs.
