Summary/Abstract: In the wake of the global economic crisis, human resource management became the essential leverage for strengthening companies' competitiveness with a twofold aim: cost-cutting and stimulating innovations and productivity. This paper provides a brief overview of Serbia’s competitiveness based on the World Economic Forum reports by means of a comparative analysis of results from the onset of the crisis to today with regard to human resource competitiveness cornerstones: higher education, efficiency of labor market, and innovation. The obtained results point to a decline in competitiveness in the key areas of human resource competitiveness, which contributed to the overall decline in the competitiveness of Serbia. Lower ranking in the quality of higher education, mathematics and science education, as well as education in management raises special concern, considering that the foundations of midterm and long-term competitiveness may be jeopardized. Labor relations and the salary−productivity relationship has placed Serbia at the bottom for competitiveness in the world, while an extremely high brain drain confirms a poor climate for doing business.
