Summary/Abstract: After the last EU enlargement in 2004 and 2007, Roma became the largest minority in the area. In this way, at least 4 million Roma gained EU citizenship. It guarantees the freedom of movement in the EU. Roma cultural pattern of mobility is different from that which belongs to the public mainstream. Government and society does not know how to treat the Roma as European citizens, and their treating their mobility as unwanted migration. This has led to such events in France in 2010. However, at the institutional level and the EU legislative guarantees them full enjoyment of civil rights. Measures are needed that make the legislative social theory becomes practice.
