Summary/Abstract: The last 25 years of constitutional democracy in Romania have brought also a fluctuation of the national legislation in various fields. This issue resulted in a lack of predictability and stability of the legal relationships, with various consequences: from the establishment of a non-unitary case law of the courts, up to the mitigation of the citizens’ trust in the State institutions and in the system of justice.The approached topic intends to emphasize just the need for stability and predictability of the Romanian legal system to set up strong State institutions, enabling them to increase the citizens’ degree of trust in the rule of law and to persuade them to actively get involved in the State activity.
