Summary/Abstract: In recent years, the topic of minority policy in Bulgaria has been of special interest on the part of Bulgarian historiography and there is a number of studies, articles, monographs and survey analyzes on it. However, in previous studies the issue of Sofia government policy towards Muslims in the newly acceded land has not been analyzed. The purpose of this paper is to present a hitherto unknown part of the state policy towards the Muslim population for the period from 1940 to 1944, which is not only an integral part of the minority governance model of the interwar period, but a continuation of it. The study is the first attempt to clarify the way the new muftis were created, their structure and function and their range. The author also looks for an answer to the question of how this process fits into the overall government strategy in Southern Dobrudzha, Macedonia and the Aegean.
