Summary/Abstract: Montenegro’s post-socialist transition towards independence in 2006 has left society excessively polarized. The insurmountable gap between friends and enemies of the long-ruling Democratic Party of Socialists (DPS) under Milo Đukanović increasingly paralyses politics, undermines public confidence in Montenegro’s democratic institutions, and further complicates ambitious reforms which are crucial on the path towards European Union membership, notably in the field of rule of law. The media, both dysfunctional and under threat, further deepen the division of society. Voters have questioned the power monopoly of the DPS over the past years. However, the party will remain the political center of gravity, while the opposition is heterogeneous and divided. Will Montenegro overcome the current state of lethargy? Much seems to depend on the capacity of the DPS to modernize and, indeed, rejuvenate itself.
