Summary/Abstract: A system of civil justice is essential to the maintenance of a civilised society.The law itself safeguards the rights of individuals,regulates their dealing with others and enforces the duties of government. It responds to the social need to give full and effective value to the substantive rights of member of society which would otherwise be deminished or denuded of worth or even reality. Effective access to the inforcement of rights and the delivery of remedies depends on an accessible and effective system of civil litigations. Throughout the common-law world the process leading to the decision was too expensive, too slow and too complex. Therefore it was a great need to change this through a real and major reform.
