Summary/Abstract: There is a high competition in and the rapid pace of change of the global market for higher educationand research. That should lead to an increase in welfare, because education is a public wealth.Furthermore, investing in the higher education system could increase productivity in an economy.In that respect, the result of the R&D work should translate into a foundation for the birth andincubation of new business entities supported by new technologies. In the time of the economiccrisis and growing scarcity of resources there is a need for a very informed decision making process.Henceforth, there should be an appropriate methodology for an effectiveness analysis of an investmentin the Higher Education sector. This paper examines the issues from the Higher Educationsector, Development and Growth Policy, and Cost Benefit Analysis.
