Summary/Abstract: Two major trends may be observed in the modern development of the administrative phenomenon: centralism and decentralization. The former spanned throughout the 19th century and first three quarters of the 20th century whereas the latter characterizes mainly the last four decades. However, it is virtually impossible to talk about an irreversible process of passage from statist-centralist government to localist, self-governed administration. Many a time, centralism comes back to life in contemporary societies because it has deep spiritual (ideological, psycho-social, cultural) bases. Moreover, many of the processes of post-communist transition toward democracy and a competitive market need the legal support of the state, which preserves its regulating, anti-entropic and educational functions.
