Summary/Abstract: The Eastern Partnership Summit in Vilnius must be seen as an opportunity to review the goals of Europe’s policy in the region. Thus far, the policy has been understood as the spread of European values and norms in the neighbourhood. But, the cases of Ukraine and Armenia show that competing integration projects could further reduce the EU’s abilities to tie the neighbouring states to Europe.
