Summary/Abstract: I. B. Cohen has maintained that scientific revolutions can be identified despite the vagueness of the characterization of “scientific revolution”. He suggested four tests of revolutionary status, namely the testimony of contemporary witnesses; references to the achievement in subsequent documents in the field; the judgements of competent historians of science; and the opinions of scientists working in that field today. On the other hand Cohen’s procedure for identifying scientific revolutions is subject to severe limitations. The most obvious limitation is case of overt disagreement. A further problem is that observer may agree that a particular episode is revolutionary but disagree about why it is important. However, presented paper will show how Cohen’s project to identify scientific revolutions by reference to the testimony of qualified observer is unsatisfactory.
