Summary/Abstract: The granting of a special status to the areas controlled by pro-Russian rebels is a decision with very unclear consequences. The draft law on the “special order to local self-government in certain districts of the Donetsk and Luhansk regions” adopted on September 16th 2014 by 277 Ukrainian members of parliament is perhaps the most opaque law Ukrainian society has ever seen. Its potential consequences and possible meanings for Ukraine’s future remain unclear.
