Summary/Abstract: Contemporary Serbian Constitution is arguably the greatest institutional problem holding back reforms in Serbian legislative system. Lack of sufficient political consenzus is preventing adoption of new Constitution ever since the democratic change in October 2000. Disputes are related both to procedure for changing the Constitution and content itself.
