Summary/Abstract: In this paper is has been presented the Parliamentary Assembly of Bosnia and Herzegovina as a holder of legislative power at the state level of Bosnia and Herzegovina. It has been presented the structure of the Parliamentary assembly, its constituents, jurisdiction and the decision making process at the Parliamentary Assembly of Bosnia and Herzegovina. The Parliamentary assembly is bicameral and consists of two chambers: the House of Peoples and the House of Representatives. Unlike conventional solutions in complex countries according to which federal units are represented equally in the Upper House, in the House of Peoples of the Parliamentary Assembly constituent peoples are indirectly represented through entities. The bicameral composition of the Parliamentary Assembly, the procedures and methods of its election and operation, as well as the position of chambers, all indicate its authority status of a complex country. The authors have presented the basic competence of the Parliamentary Assembly of Bosnia and Herzegovina, including the constitutional powers in the sense that the Parliamentary Assembly can modify and amend the Constitution; it is authorized to pass the laws required to implement decisions of the Presidency or the execution of its functions in accordance with the Constitution; its budgetary competence is to give prior approval for the ratification of international agreements, to supervise the work of the Council of Ministers and public administration. The article presents the decision-making process of the Parliamentary Assembly of Bosnia and Herzegovina, which is one of the most complicated parliamentary procedures in the world. The authors propose possible constitutional changes that would result in improvement of work of this institution.
