Summary/Abstract: This paper offers a critical review of the current situation in Russian higher education, focusing on the case of Public Relations. The author considers recent administrative reforms which have greatly affected the teaching process in universities. The paper concentrates on the ways in which Ministry of Higher Education and Science of Russia attempts to regulate university education through the setting up of National Education Methodological Unions whose aim is to elaborate National State Educational Standards. The latter are supposed to proceed from professional standards. At first the author reviews the Ministry of Higher Education of Russia introduction of greater regulatory structures in 2014 and comments on the National Education Committee Methodological guidelines for university courses. Secondly, the paper outlines the difficulties educators and practitioners are facing in the process of correlation of educational and professional standards. The paper demonstrates how the professional association’s attempts to regulate education contribute to public relations body of knowledge. The author argues the development of Russian public relations education needs to be considered in the context of the industry’s professionalization drive.
