Summary/Abstract: Is it possible for Romania, in the context of the present worldwide financial crisis, not to receive the quantum of funds promised for the period between 2007 and 2013? Where do these funds come from and who exactly manages them? Do the performances of Romania count when the absorption capacity of structural funds is taken in consideration? What about the budgetary deficit of the “European financiers” estimated between 0,6 and 2,6% (Germany, France, the member countries in the Scandinavian peninsula etc)? To these questions, which more often take the form of fears than that of questions arisen from the knowing of the European structures and mechanisms, attempts the present study to answer, by using mainly the official European information, available to the general public
