Between utopia and pragmatism – in search for conceptual bases of managing by values in the civil service

Summary/Abstract: The purpose of the article is to present a few theoretical arguments supporting the thesis that ethical codes can be an effective tool for managing by values in the public sphere. The point of departure in this article are two conceptions being included in the so-called humanistic paradigm in public management: New Public Administration and New Public Service. Both conceptions yield a postulate of the re-evaluation of the ethical basis for public management.
